Can we implement a circuit based on inspiration from an IEEE paper? If it is exactly the same design as in the original paper, we will be open sourcing design of original authors. If that is not allowed, do we have to come up with our own design?

The short answer is yes. Except if you intend to commercialize your design, then please talk to a lawyer beforehand 🙂

You can base your work on any paper; it does not have to be yours. Just be sure to cite the paper in your proposal.
