I don't see why one would want to define age ranges and education levels. Our Chipathon is open to anyone who dares to put together a proposal. It is essentially self-selection process, but we are encouraging certain groups per the wording in the call for proposals.

So someone with no experience is able to make an acceptable proposal?

I think your question answers itself. Someone with no experience would have to team with someone who has. This is what happened last year, we had students with no experience who got enough help from their local community to put together a proposal and participate.
