I emailed them, and so did Mohamed Kassem, and neither of us has heard anything back.

Okay, thanks. If SkyWater comes back eventually and contradicts your source, I'll let you know. Otherwise, I'll take that as the answer.

So I assume that bulk substrate implies higher substrate resistivity - not bad for noise isolation. I see from the layer doc that we have iso p-well and deep n-well to help make our own isolation areas.
