is going to be the final release? Furthermore, We want to use the RAM in our design, when are they going to release the OpenRAM and its related tech files like DEF,LEF, and LIB files.

Probably, there are gonna be two releases before the tape-out (or at least one for sure). As for the RAM, I'm not the right person to answer, but I'd say "hopefully", at least a certain version/size of it.
