@User: It's just conjecture. I don't know what setup files your are using to drive Innovus. I modified the standard cells LEF views to add the nwell and pwell layers, because the ones we got from SkyWater had VNB and VGND, and VPB and VPWR, both on layer LI. That was probably because they were written in LEF 5.4 which didn't have a way to represent nwell and pwell at all, and I don't know how any place and route tools can work correctly with them defined that way. I updated the cell libraries to LEF 5.7 and used the 5.7 MASTERSLICE layer syntax, which allows the nwell and pwell layers.
