I believe the first tapeouts might have just gone over..I believe the current striVe designs are out there but I'm not sure what the addresses are offhand. There are a lot of primitives missing still for something like you are suggestion, there are only basic clock cells, there are no temperature sensing cells although there might be a design or two waiting on the analog primitive spice files
