did skywater release mosfet parameter file ,like I am not able to find them in pdk,i want to simulate a 130nm design in ngspice,but cant do without parameter file

All device models are in the sky130_fd_pr repository.

Perhaps you have to update/fetch the submodule? The device models were released relatively late so updating to the newest version is most likely a good idea.
