Does it do dynamic power analysis or just static?

I need a tool that accepts vcd file, RTL and execute average/clock based power analysis, like PowerArtist or Cadence Voltus.

to me it seems, dynamic power is based not on individual gate activity, but on a common activity percentage for a set of gates (io, core, ...)

the PDF document i the `doc/` folder does not seem to cover power
