This was my point back a couple of weeks. This is not an open PDK. It is a "partially" open PDK.

The commercial tool support is not open, but you have everything you need to make your own.
Most people don't want that...

@J. Scott Elder I thought I remembered someone mentioning it. So it's permissible for me (and anyone who wants to participate) to make an open source PDK (or portions thereof) for Cadence based on the open source SKY130 data?

It's not practical to make your own. One needs a $100,000+ VI Force Measure unit and software to extract the models from the measured data. And then one needs the test drop out with all the structures to characterize. I just don't get it. It's not like TSMC, Samsung, Intel, Global Foundries, and XFAB don't know how to make a 130nm process. What's the big secret? This is like providing a Python interpreter but not sharing all the syntax or switches.

If someone has a spare $100K, they don't need an open source PDK and free MPW runs from Google.

I hope one day that we will see a fully open PDK. Then people can innovate at a level just like people innovate in siftware. HTML5 is HTML5 for every person and company, big or small, in the world.
