Hi all, I am using the sky130 platforms for generating some designs. I noticed that there are some strips that look like power strips but are not on layers like met4 or met5. What are the layers cldntm.mask and rdlcon.drawing used for? How can I connect to them (which via layers)? Or maybe are they incorrectly generated on wrong layers? Thanks!

They are definitely on the wrong layers. The layout looks like they should be on metal4 and metal5, probably. Where the layer purpose pairs for those came from, I have no idea.
