i keep getting an error when running `make timing`:

ConfigurationLoadError: Unable to load configuration file.
  path: /home/arya/src/pdk-root/skywater-pdk/env/conda/.condarc
  reason: invalid yaml at line 3, column 0

it was because my make was defaulting to multiple jobs and obviously there is some race condition on that file
