But yeah, we'd need to replace the `decap_12` cells ... same issue as TT08 and there was no PDK update with a new cell.

<@U016HU5HK8V> Yeah, I don't think the newfill_12 cell has made it to a Volare PDK yet, but it is in <https://github.com/RTimothyEdwards/open_pdks>.

Another possible fix on your end is to open up the GDS output from mpw_precheck and edit the decap_12 cell to reduce poly by about 60%.  I think making a new decap2_12 cell that has less poly will be our final solution once we get past the 2411 tapeout.

If all this is too much for this tapeout I can always swap the cells out post tapeout.  That is not ideal but it works.
