Something I will emphatically not support is people messing with their caravel configs. That Makefile is held together with twigs, glue and a felony quantity of adderall. I'd recommend filing an issue in the caravel repo.

I feel this issue is due to Git Openlane folder and docker openlane tag version are different

I tried to use the version that already installed "put it in dependencies/tool_metadata.yml" and it stuck in detail routing. I raised an issue if you have time to look at it: https://github.com/The-OpenROAD-Project/OpenLane/issues/1245
