Does OpenRCX consider vias resistance and coupling capacitance between metal1 and substrate and/or active layers during calculations ?

it does consider via resistance. Coupling to substate or active layers is generally treated as ground capacitance. Whether it is considered is really about the golden source of data used to build the model file
