Is it possible to use caravel_user_project without Docker? I want to use my PowerPC server but Docker doesn't run on PPC.

Use for what? You can certainly run the simulations without docker

But to harden it for submission you need openlane

Openlane can be installed without docker but I've heard it's a pain. I've never tried
