I don't see a 3v3 pfet? Any specific reasons for that?

There are no 3.3V oxides in sky130. The

nfet_03v3 _nvt

is just a

nfet_05v0_nvt

with smaller allowed gate length. "_The only differences between the sky130_fd_pr__nfet_03v3_nvt and sky130_fd_pr__nfet_05v0_nvt devices are the minimum gate length and the VDS requirements._" see the sky130 docs
