I'm pretty sure that the P&R detailed router doesn't care where the labels are and will place the contacts where it can, preferably centered on a route grid intersection, if it can. The router is going to place a via there up to metal 1, and it will not care where the MCON contacts are, only where the local interconnect layer is. The P&R tools are not even going to care about labels in the layout, because they will use the abstract (LEF) view of the cell. The LEF view does not have labels but just lists the metal shapes that are part of the port.
