Update: I know have it working. There was some suspicious register assignments going on in the blink led program and its unclear if that matches the GPIO conventions for MPW2. And one register being written to I cant find any documentation on / is not in the memory map. I commented that all out and after doing the power cycle trick I now have my board flashed and no further problems flashing.
