@User: I have asked for the wrapper cell to be designed to extend as close to the pad cell as we can get it. I removed all circuitry from the top of the chip so there should not be any signal routing in that area, so the user area should be able to go right up to the pad ring. But you will still have to connect to the pad on the inside of the padframe power bus rings.
