The issue starts with the caravel Makefile, because they have defined "STD_CELL_LIBRARY" (HD) and "SPECIAL_VOLTAGE_LIBRARY" (HVL), which is kind of limiting. Honestly, I don't know if they have done enough testing with HS to get it working well or not.
