Looking at the docs it appears they do have DRC and LVS: https://www.klayout.de/doc.html But AFAIK there is no standard format for these, so someone has to manually write out the rules. I'm about to start doing layout, and I imagine you mostly place PDK primitives, or do you actually spend a lot of time manually manipulating layers?
