@User : The problem is that the skywater path should be pointing one directory down to include libraries/ (an inconsistency which I have been meaning to correct). So:

./configure --enable-sky130-pdk=/home/tom/repos/sky130pdk/skywater-pdk/libraries

should resolve the issue.
