@User I think I found a magic error. I am drawing the via4 layer with the polygon command and it passes DRC, but when I tell it to show vias it says

36 problems occurred.  See feedback entries.

Even then it passes DRC. I think this implies that the via4 area is actually too small despite passing DRC?
