The newest stable release of OpenRAM v1.1.19 (https://github.com/VLSIDA/OpenRAM) has sky130 included. You need to run "make" to clone the SRAM cell repo and install it but then you can use OpenRAM with sky130. There are sometimes a few small DRC violations in power routing that we hand fixed for the taped out memories. Please let me know if you have any issues or questions.
