Application is "user flexibility" to connect to anything. From 1v8 HyperRAM chip to a 5V retrocomputer ... Just feed Vio of the system you want to talk to and we can use it. (so the same chip / io cell has to support the whole range just changing what voltage is provided externally, like those voltage converter chips)
