@User: There are various parts of the build relating to libraries that are not yet integrated as submodules into the skywater-pdk repository. Rather than check for each one, I have just put them into the Makefile and let it fail. Mainly that was based on my expectation that these things would appear as submodules long before now. I have been thinking about setting them up in the configure script as enable/disable options; e.g., --enable-osu-sc or something like that, and have the configure script try to find each library and figure out what to do with it automatically.
