@User: You can see how I have connected them in the caravel design; it's a bit hidden inside definitions, but if you look at verilog/rtl/pads.v, there are definitions HVCLAMP_PINS and LVCLAMP_PINS that have the connections. Note: There were supposed to be overlay cells that would connect the clamps to the rails, but we don't have them. . .
