@User: Is there anything in the output of "configure" that would suggest why

--enable-pdk-sky130=~/skywater-pdk/libraries

did not work? The configure script-to-Makefile conversion looks pretty straightforward to me (but I've done enough autoconf coding to know how easy it is to break!).
