If you want sky130 setup everywhere just copy the

.../share/pdk/sky130A/libs.tech/xschem/xschemrc

file into your home directory in the folder .xschem:

cp .../share/pdk/sky130A/libs.tech/xschem/xschemrc ~/.xschem

This way xschem will use sky130 setup always.
