@User: I use a tool I have called stream-utils which dumps ASCII from a GDS file, but there are other tools that can do that, too. This seems to be more than just the fact that you don't have a setup for klayout; there is a difference between unknown layers and missing records. I am not aware of any recent instance where magic failed to generate at least a syntactically-correct GDS output file.
