A) Re: extending N-tap /P-tap across the width of the cell. Indeed this is something that was discussed early on. Why we decided to go this direction, I can't remember. It may have been due to a misunderstanding of the process. Will discuss again.
B) Re: rail vias. We did originally design our cells without those vias, intending to allow the PnR software to draw its own vias as desired. I was fresh off a bug in another project regarding this exact topic, so that biased me.
Since then though, we've gone back and added those vias in, so the li1 and met1 power rails are connected directly in the cells and the routing tool doesn't have to.
Philip posted a screenshot of an older version of that cell as far as I can tell, which I believe is what Dr. Stine was referring to earlier.
