For the bulk of the Poly Resistors should they be connected to VDD or GND?

Generally speaking, you want to place poly resistors over nwell because it's less noisy than the substrate.

btw. talking noise, which of the types (res_generic, res_high_po, etc.) are the best lowest noise?
