@Pranav Lulu NDRs don't allow you to specify layer restriction. The only distinction we support today is a layer range for clock nets (set_routing_layers)

@Matt Liberty if I want to specify the openroad to use a specific metal layer to a specific pin, how can I do that? Is that even possible?
