SPICE files are generated by open_pdks by reading GDS data and extracting the netlist in magic. So you would find them, collectively, in

$PDK_ROOT/sky130A/libs.ref/sky130_fd_sc_hd/spice/sky130_fd_sc_hd.spice

That's the way it has always been. The ones in the skywater-pdk repository are (were?) mostly correct, but there were some issues with extraction of some cells due to various problems with the SkyWater source files, requiring a lot of patching and filtering through scripts before arriving at something that can be correctly extracted. For the record, I have no idea why those netlists disappeared from the skywater-pdk repository, though.
