But I will clone the branch of mpw-8a.

I think that's expected. The step in the instructions that uses curl will update your makefile along with the tags of the tools.

I met the problem that "sky130_ef_sc_hd.lef does not exist.". But I have run "make install" and change everything in the environment..So What should I do now?

I have run into the same issue and it seems it has not been fixed. I'm looking into it.
