@User: VCCD (marked "vccd" on the pinout) is 1.8V and has a limited range; I'd keep it within +/- 10%. VDDIO and VDDA (marked "vdd" on the pinout) can range anywhere from 1.8V to 5.5V. The error that got on the chip is tantamount to a documentation error; the two pins 28 and 29 are effectively in the "vccd" domain, NOT "vdd".

It was an error on the chip, which made the pinout different that what was intended. The board followed the intended pinout. Unfortunately the board made all those power connections directly underneath the chip where they couldn't be modified.
