so if you give me a GDS of the region of interest and detailed Er/Df/resistivity/thickness numbers for each layer and via pair in the process I can give you s-parameters or probably some other data too (I normally only do S-parameter extractions for my work)

That's probably more detail than we will do. Or can simulate.
