Sir, I have a SRAM memory IP with operating frequency around 90 MHz and voltage 1.8V . Trying to submit it for MPW-two. Can caravel_user_project support it ?

Yes, it should be perfectly suited to caravel_user_project. For an SRAM you will probably want the full set of GPIO for as much visibility into the circuit as you can get.
