Caravel has them connected with a ‘caravel_power_routing’ cell which is missing from caravan. Also, none of the ‘gio_control_blocks appear to connected (all layers shown): Am I missing something?

@User: The GDS file in the repository is incorrect, but then the GDS of caravel and caravan is not used; the final layout is generated from the magic database view. In my opinion, the GDS of caravel and caravan should not be in the repository at all.
