It looks like these antenna diodes didn't get properly aligned and we didn't end up with filler cells above

@Anton Blanchard: I opened that issue over 2 months ago and it was reportedly and experimentally fixed. However, since this could serve as a counter example, can you submit it to the OpenROAD repo as a test case? https://github.com/The-OpenROAD-Project/OpenROAD/issues/527
