the origin of the user project wrapper is "off" things don't align properly, probably because of the rings.

Did you include https://github.com/mattvenn/multi-project-harness/blob/matt-openlane-config/openlane/user_project_wrapper_empty/config.tcl#L33 while creating your

user_project_wrapper

It's my bad for changing things too quickly... This should just be the default, but I had some bad experiences with FastRoute in some cases with shapes outside the block boundary.
