The pwell.label uses the major number of the nwell layer. @User Is this intentional or a mistake?

It's what SkyWater uses, so in that sense, it's intentional. I have said on occasion that one should not try to interpret layer:purpose pairs in SkyWater as layers and purposes. . . they are totally screwy.

@Philipp Gühring I ran into lots of errors like this when people assume major numbers mean something.
