The mentioned module is a library cell. You need to set OpenLANE configuration parameter

SYNTH_READ_BLACKBOX_LIB

Thanks @mshalan, the problem is solved. I have one more question. Does the

set SCL         ./syn/sc_hd_tt.lib

points to

/home/merlproj/backend-tools/pdks/sky130A/libs.ref/sky130_fd_sc_hd/lib/sky130_fd_sc_hd__tt_025C_1v80.lib

or it contains the path to

LIB_SLOWEST

and

LIB_FASTEST

as well?
