 We are trying for a design outside Caravel hence the need for IO pads.

<@U017ZU8LXFB>: Technically it's not an option in openlane _yet_. Definitely, not an option for the shuttle.
However, the most up to date pointer that I could give you is to check how the caravel chip_io is done as it uses most of the released IOs already.

But get ready for some manual fixes and manual layout connections in doing so.
