Where can I find an example of the layout of a sky130_fd_pr__res_high_po device? I think the picture after the design rules for the rpm layer are showing one, but it doesn't tell me all of the layers involved. I assume that there's some sort "silicide block" layer, but I can't find anything about it.

Here is an example of high res poly resistor. Have you tried installing Open PDKs?

How were the magic pcells created, because the foundry didn't make them? I'm interested in where the information comes from

There is a TCL script with all the functions to needed to create the cells. They are not exactly pcells, as you can't change their parameters after they are created.

Ok, the magic pcells satisfied all my questions about the resistor layout. Do you know if that TCL script was manually created, or generated from some other source? Because I haven't seen any nice, parse-able source for the design rules.
Also, do you know if the resistor pcells can be rotated 90 degrees in magic? And magic itself reports drc errors on the generic poly resistor. Is that normal?
The documentation seems to indicate that usage of the generic resistors is highly frowned upon.

Magic creates a cell using that GUI. After that, you can move and rotate it as any subcell.

It's probably just the foundry's Design Rule Manual as pdf. That's all i've gotten from foundries in the past, other than techfiles and stuff, which are always incomplete.

I guess magic's tech files are parse-able, but not a simple format and I'm not sure that they're complete. For instance, I can't find any reference to via2.5
