I'm not sure what distinction you are drawing - it will show you everything up to the final DEF.  Only gds happens post -OR

When I start the gui, there is nothing shown. How do I tell it what files to load?

How are you opening it?  flow.tcl ... -gui will load the design at the end.  Otherwise you need to use read_db to load a database

in the later case you still need to read liberty/sdc/spef if you plan to do timing
