The issue <https://github.com/IHP-GmbH/IHP-Open-PDK/issues/250|#250> is solved.  
Latch-up errors are fixed. GDS database of I/O library is updated.  
Important change: all sub-cells have no prefix anymore. Only top-level cells have a prefix "sg13g2_io_".
