Have you run the dependency installer?

i think yes using,

sudo ./etc/DependencyInstaller.sh -base
./etc/DependencyInstaller.sh -common -local

as per the docs.

Maybe not answering your question on how to build this, but would installing a pre-built version also be an option for you? We're using the ones found here on Ubuntu 22.04 systems without much problems (the biggest challenge is keeping our install op the openroad flow scripts synchronized with the version of openroad but that's something you will have with a local build too): https://github.com/Precision-Innovations/OpenROAD/releases
