@proppy I dont think we should fetch the openlane submodules from their head automatically.

@Tom Spyrou I think we do (at least as long as we're testing) otherwise we got back to having to wait for someone to merge a manifest change somewhere to be able to test a open_pdks or gf180mcu-pdk change without rebuilding everything from source.
