Yes. ESD protection will be difficult for negative voltages, so you may just want to be very careful with handling the chips.

Depends on how high you want to go with the voltage. You can use up to 5.5V with the provided voltage clamps; any higher than that, and you'll need to do the same as with the negative voltage, which is to "handle with care" (wear a wrist ground strap).
